From the glimpses we are seeing of the various actors and activities, I think there is an extremely strong chance that FusionGPS is strongly tied to the CIA in some way(s).
Fusion GPS is a CIA front group. It’s a bagman to allow the DNC to funnel money in to contract the CIA todo their dirty work; smearing people, hit jobs, the usual CIA stuff.
It might be just a bit too obvious is the DNC contracted directly with the CIA, but but a shady outfit like Fusion GPS in the middle and you create a cover to hide the fact the government and government resources are being directed by the DNC.
