Save the cost of the anchor and chain, drop them off anywhere beyond the 12 mile limit. If they happen to make it back, they have earned another try IMO.
But restrict this program to the Pacific Ocean, where there is more water to dilute the contamination and the left coast provides a buffer for more of us Trump voters against the handful of stronger types that make it back.
And yes, I know "dilution is no solution", but it does make the problem less offensive.
