Maybe SHE was primarily listening without broadcasting??? It would open a route for Steele and/or others to message to her and people in her personal network (FusionGPS, FBI and Dept of Justice, CIA, etc.) without being monitored by NSA. Why assume the info flow had to be outward on this?

She didn't need to get a HAM radio license and have her name notched into the public domain with her public FCC license report if she only needed to *listen*.

Anyone can listen to HAM radio signals without an FCC license.

CIA agent and Fusion GPS employee Nellie Ohr has a HAM radio license to TRANSMIT.

She was transmitting. Stay on topic. Stay on target.
