OK, a question - is it REALLY possible to drop Obamacare now and pick it up when one is sick? I had cancer last year and dont want to play with fire, but my premiums with two kids is over 3k a month (only one provider in my area).

I dont mind paying out of pocket for small stuff but want to be covered if things get bad, and I want to do it legally. I thought that the time to get 2018 insurance closed on 2017-12-15.

Appreciate any thoughts!

Don’t think so, in that sense. You can only sign up once a year (before ACA, you could get insurance any time you wanted, so far as I can tell).

But when you sign up, they can’t charge you more if you are sick.
