When large angry crowds assemble there is one tried and true method to preserve the regime regardless of the composition of the regime. Employ provocatures to stage some high viz big incidents. Then smash the crowds with overwhelming force and kill a lot of people with gratuitous violence .

They mainly require the need to communicate with each other, not have necessarily have internet access. This application creates a LAN over Bluetooth, a local mesh. If in a densely populated area you should be able to communicate with people quite some distance apart without the mesh breaking.
There are apps like FireChat that will form a mesh network without a service provider.
