Giving N. Korea any form of participation in the Olympics is merely rewarding the POS. I know Moon will probably be foolish enough to do so, but there should not be any such concessions until N. No need to offer him anything, now that sanctions are starting to work. Ramp up the embargo on his fuel through winter. Make him beg for a deal, and make him pay a lot for it.
Suppose North and South Korea were to negotiate reunification. The economically prosperous and wealthy South would hold every trump card. The negotiations would surely favor the South.
But if the North could put a functional nuclear arsenal on the table, that changes the balance considerably.
The only thing North Korea has going for itself is Rogue Nation status and membership in the Axis of Evil. It is leveraging that advantage to produce something of value. That way it doesn’t have to show up at the Reunification Party empty-handed.
