Mueller has to have access to this information. And if he has authority to investigate crimes discovered during his inquiry, he must know that these need to be looked at. But he can't do it, because his own staff are suspects.

So, he needs to refer this, or he is covering up.

There has to be another prosecutor named to investigate this, it's too big to let it slide.
