Not based on my personal observations of many of these states, which are consistent with many of these rankings.
As noted in the article, "the site ranked the states using 41 metrics on affordability, quality of life and health care." You have to get into the weeds, review the metrics and then make a determination which of those are most important and relevant to your situation.
