If the FISA memo is really that serious, the memo will do far more than possibly bring changes to the FBI/DOJ.

It’s a summary by the House Intelligence Committee and apparently represents majority opinion in the committee. Such a report isn’t evidence of any kind that can be used to prosecute people.
