The answer to your question is “yes”.
The EPA did very good work in its first 20 years cleaning up manufacturing and some very dangerous chemical chemical effluents as well as gases that were common in our cities. They have since expanded into a tyranny and need to be severely cut back. Half staffing is a good start.

Watch President Trump use this “shutdown” to illustrate the fact that we have way too much gubmint and offer ways to to accomplish that.
He could thank Democrats for pointing this out.
Most of what needed to be done has been accomplished and additional regulations will have little effect. The shut down of the coal generation plants needs to be reversed this weekend, it will simply make energy more expensive and create shortages.

I have worked in manufacturing, the coal industry and agriculture and have had a front seat since the EPA was created. The first 20 years was an amazing success, the years beyond that have been an attack on our economy.
Doing what needed to be done a decade ago.
It is needful to so dismantle these agencies, they will have little hope of recovery.

The mission of the EPA is to eradicate all sources of pollution in the USA. It’s goals should be the elimination of all factories, power plants, all mines and oil/gas wells, any implement requiring electric or internal combustion power sources. And eventually, the EPA’s greatest goal will be the total elimination of all people and animals eliminating the solid and liquid ‘waste’ products the human body produces, thus totally eliminating all sources of pollution. Stopping volcanoes from erupting may take a little longer than eliminating human waste.
(please note that the statement above is complete and total sarcasm)

Just too many hires for these programs. Ridiculously inefficient.
And then there was the Great Lakes fiasco this year along Lake Ontario...and the government with their stupid new 2014 plan....

Back to its original purpose, as conceived and genuinely needed back in 1970? Great. Pollution does cross State lines and some Federal oversight is necessary. But what it should be vs. what it’s become is akin to the Mayberry Police Department vs. Hitler’s Gestapo.
