Does this mean that congress can release the memo since they own it without Presidential approval?
If I read the article correctly, the procedure for declassification includes having the Executive Branch review it to ensure national security is not jeopardized and that sources and methods are protected. It more of a procedural matter that could have portions redacted prior to the release of the material. Congress can still release it since it owns the material.
