My guess is the UK and MI6 along with Iran or Pakistan. Steele was the MI6 double agent who created the dossier. I believe that Europe, especially the UK is very dangerous for President Trump. So much so that he left Melania home on the Switzerland trip, and his security was on its highest alert in Davos and Europe.
Theresa May, usually a very cool handed politician, looked very squirmy when President Trump shook her hand in Davos. I theorize that MI6 somehow jumped the shark on our President, and its difficult to keep it all under wraps. Trump has the Brits right where he wants them, holding them to account behind the scenes.
