Can someone please explain to me why a warrant to listen in on Carter Page ended up allowing them to listen in on General Flynn and AG Sessions and possibly President Trump himself?

The type of warrant obtained against Page allows the government to sweep in everything from everybody the target talks too, then "minimize" it. The "probable cause" to get a FISA Titke I warrant is that Page is a foreign agent, that he is literally working for a foreign government. Title I surveillance is aimed at learning who all is in the ring.

"Minimizing" is the flip side or inverse of "unmasking."

The NSA has 100% of electronic communication. The NSA responds to inquiries, and "masks" or "minimizes" the reports it sends to the FBI. Basically cutting out chats with Pizza Hut.

I think the explanation is Title 1 vs Title 7...The fine print. Title 1 appears to confer wider powers...ability to track contacts and contacts of contacts. Not certain, but it makes sense.

Title I warrant allows the Feds to surveil anyone the main target talks to, and those who talk to that secondary person, et ad finitum.
