Strzok is FBI, and a deputy to Bill Priestap. Laufman is DOJ. FBI is part of DOJ, but quasi-independent sometimes (and sometimes not, as under Holder/Lynch/Obama).

Strzok is DEPUTY Director of FBI Counterintelligence Division (Bill Priestap is the Director), Laufman was the Director of CI in the DOJ.
Here’s a copy of the 302 (first page) indicating Laufman and Strzok were the ones who interviewed Clinton.
