It is very depressing. But, they do not need to go into a police state, they just need to fully and properly follow up on tips. We've heard many times in the past that complaints were filed on who later became an offender, but were cleared. Perhaps the FBI is becoming complacent. It's hard to say, but
that is where the attention needs to be. And yes, like you said - that resource can be abused where innocent people are being detained like it's a gestapo. At the minimum there should be follow up on a tip. We removed ‘the wall’, so the FBI can check with local law enforcement for any issues to see if there is any merit to the complaint. Maybe it's time consuming, but that's there job.
