Later on, after all the fuss was over, they symbolically did.

Establishing the constitution required the ratification of nine states, not eleven (according to my reading of the constitution.)

The interesting thing to me as a school boy is that 13 of the 13 states voted to ratify the U.S. constitution which enshrined slavery.

There are those that contend that slavery was a “southern problem.”
