There are probably many ways. The best solution for south Chicago is probably different than the best solution for rural Alabama. And the solution for one probably won’t work in the other for a lot of reasons.
It should be left to school districts and states until/unless we find a solution that works for all types of US schools. Federal “solutions” to local problems almost never work. Feds can certainly help different schools in different ways, but cannot offer solutions that do anything more than make people feel good (at least at this time).
George Washington urged the Continental Congress to adopt the Swiss firearm & security system, and cited not only its success, but the psychological benefits to the teen aged boys, who were issued military grade firearms in the home, in being given a major responsibility for the safety of their people. The contrast to present day America--where teenage boys are not trained or even treated as having traditional male responsibility--is stark.
I do not think the Swiss system or teaching traditional male roles, would necessarily have prevented the alienated rage of the very mixed up shooter in Florida; but it might have intimidated him into not acting out, as he did. It would very likely have significantly reduced the number of these terrible incidents over the past quarter century.
