When the news first exposed the reality, but limiting the number outside to one, I was telling my domestic partner (she is very familiar with police tactics this old man has no familiarity with) that a single cop armed with a 9mm pistol and not having real time visual of the situation inside, was correct to take a defensive position outside.

But when the story became four hesitators outside, the reality shifted to 'who gave the stand down orders which sequestered this gaggle outside and why?'
