They are raising. Currently there is no age. So essentially they are raising it from 0 to 15.
Apparently, they are raising it, since at this time there does not appear to be a minimum age of consent in France.
At least, that is how I read the article. The law is being proposed because authorities were unable to get rape convictions on men who had sex with 11 year old girls.
