A more accurate and honest question would be: “Why does the New Jersey government think it is the responsibility of other responsible states taxpayers to fund their waste of tax dollars?”
New Jersey has a state government and Federal House and Senate delegations that have committed themselves to obstructing the Trump administration in every possible way.
It's comical for them to think they should get even a single concession for one penny from a president who they consider a sworn enemy.

This is only true because of Social Security and Medicare. Retirees are forced to leave NJ because of the state’s tax burden. Even people with overly generous pensions like bureaucrats have to leave the state or drastically lower their standard of living when they retire.
If you remove SS and Medicare payments from the equation NJ gets more Federal dollars than they sent in.
NJ is a cesspool of corruption, mobsters and high taxes.

Trump carried eight of the 21 NJ counties - Morris, Hunterdon, Warren and Sussex in the NW by wide margins, Monmouth and Ocean in Central NJ by huge margins, Cape May and Salem in South Jersey by wide margins. Cumberland, Atlantic and Burlington in South Jersey were close. NE New Jersey, near NY, is dominated by the cities, which suck up money from the good parts of the state and contribute nothing other than the Democratic majority.

The problem in MJ is that with the exception of Christie, reasonably good part of the time, the Republicans that have been elected to state government are as bad as the Dems. Christie Todd Whitman, for example, childhood companion of the idiot Bush son, is a huge critic of Trump and was a disaster as governor. William Cahill, a former GOP congressman and supposed Rep governor, appointed his predecessor, Richard Hughes, as NJ Chief Justice; Hughes was a liberal Democrat in the tradition of Lyndon Johnson. I never saw any Democrats in NJ appoint a conservative Republican to any post, not even dog catcher; in a way, they had more sense.
