Because it is a totally corrupt state, that's why. Look at Menendez and Christie, for God's sake.
Well, it was not the government that built the rail tunnels under the river in the first place, but private enterprise. Of course, as soon as the government took it over, the maintenance went way, way down. And now they want to build supplementary tunnels at about ten times the cost it took the private sector to build the first ones, with environmental impact reports, this and that mitigation, union and politician featherbedding, ad nauseam, piled on top.
Not to mention, thanks to the NYC governments emissions rules from two centuries ago and federal high-water-mark clearance requirements, it is nigh impossible to build bridges across the Hudson River.

A president must not only reward his friends but punish his political foes. Trump is in the process of deepening his support in the industrial rustbelt states that put him in the White House. Why should he reward states like NJ & NY who heavily favor Hillary and her paranoid brand of politics?

New Jersey has a state government and Federal House and Senate delegations that have committed themselves to obstructing the Trump administration in every possible way.
It's comical for them to think they should get even a single concession for one penny from a president who they consider a sworn enemy.
