Exactly, this is a bolt action being banned because of how it looks.
They are not allowed to have semi-autos anymore.
A clever gunsmith/machinist could make or modify a semi-auto to look like a bolt action rifle, or pump shotgun. Or a reciprocating saw or electric hammer, for that matter.
Concealing the magazine attachment point would probably be the most challenging aspect. Or there could be a modest internal magazine, space permitting depending on form factor.
