True. Mueller can only present his findings in regards to the President. His recommendation is meaningless and irrelevant, just like Ken Starr in the Clinton Investigation. However, I believe that the House can impeach for any reason they so deem (but very hard to do), and the Senate only can convict with 2/3 majority. I believe that the timing is a shot across the bow for Sessions while he considers firing McCabe. Also, the IG is getting ready to release his report which will set the course for all of the investigations.
What makes you think the Judicial Branch is non-partisan in this mess?
Just remember Roberts' vote on ObamaCare was a political "shenanigan" inside the Supreme Court that was used to stab conservatives in the back.
There will be "blood" on both sides of the aisle and both the democRATS and establishment Republicans will suffer losses, just like Trump's side will take in going after the Deep State.
Nobody said this DC Swamp draining and restoring the rule of law in government was going to be pretty or painless.

Been saying this for months. Believe it is now too late and Trump will be set up for impeachment. With the problem of RINO Republicans in the Senate such as Flake, McCain and a few others it will pass with the necessary 60 votes. It will be close. As far as the House, a tossup.
As far as my mind understands all this you can start impeachment proceedings just because you don’t like Donald’s hair piece. Meaning impeachment is purely political, not legal, and therefore any flimsy pre text can be used. You just need the votes.
