It depends. They have to make balance between force protection and access for workers and retirees using services on the base. If it is a regular passenger type vehicle it would be pretty easy to get through the bollard maze at a good rate of speed. A larger vehicle would have a bigger problem. Bases are still pretty vulnerable to a well planned, concerted attack.
