Mattis needs to go.that being said the buck stops with Trump. He signed it. He should have said, yes, this absolutely leaves us vulnerable and we may get attacked because of this but I won’t sign it until Congress sends me a real bill. "Boys, if you send me a crap bill (like this one), I will veto it. That will mean a government shut down and a PR disaster. You will loose your majorities in November. Impeachment proceedings will start in January 2019. It won't make any difference if we fund our military then as we will be under attack from within, not internationally.
