Here is Section 7058 (d):
(d) Repurposed Funds.--(1) Of the unobligated balances available
under the heading ``Bilateral Economic Assistance'' in title IX of the
Department of State, Foreign Operations, and Related Programs
Appropriations Act, 2015 (division J of Public Law 113-235)--
(A) $35,000,000 shall be made available for the Emergency
Reserve Fund established pursuant to section 7058(c)(1) of the
Department of State, Foreign Operations, and Related Programs
Appropriations Act, 2017 (division J of Public Law 115-31):
Provided, That such funds may only be made available if the
USAID Administrator determines and reports to the Committees on
Appropriations that it is in the national interest to respond
to an emerging health threat that poses severe threats to human health;
(B) $100,000,000 shall be for programs to accelerate the
capabilities of targeted countries to prevent, detect, and
respond to infectious disease outbreaks; and
(C) $10,000,000 shall be made available for support of a
multi-partner trust fund or other multilateral efforts to
assist communities in Haiti affected by cholera resulting from
the United Nations Stabilization Mission in Haiti: Provided,
That prior to the obligation of such funds, the Secretary of
State shall ensure that mechanisms are in place for monitoring,
oversight, and control of such funds: Provided further, That
such funds shall be subject to prior consultation with, and the
regular notification procedures of, the Committees on Appropriations.
(2) Funds made available pursuant to this subsection are in
addition to funds otherwise made available for such purposes.
(3) Funds made available pursuant to this subsection under the
headings ``Global Health Programs'' and ``International Disaster
Assistance'' may be transferred to, and merged with, funds made
available under such headings: Provided, That such transfer authority
is in addition to any other transfer authority provided by law.
(4) The amounts repurposed under this subsection are designated by
the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control
Act of 1985 and shall be available only if the President subsequently
so designates all such amounts and transmits such designations to the
Congress.
(A) EMERGENCY APPROPRIATIONS; OVERSEAS CONTIN- GENCY OPERATIONS/GLOBAL WAR ON TERRORISM.If, for any fiscal year, appropriations for discretionary accounts are enacted that
(i) the Congress designates as emergency requirements
in statute on an account by account basis and
the President subsequently so designates, or
(ii) the Congress designates for Overseas Contingency
Operations/Global War on Terrorism in statute
on an account by account basis and the President subsequently
so designates, the adjustment shall be the total of such appropriations in
discretionary accounts designated as emergency requirements
or for Overseas Contingency Operations/Global War
on Terrorism, as applicable.

My belief is that this whole cryptic letter was to support drug interdiction in President Trump's declared Opioid Crisis, noting that Global Terror is funded by illicit drugs.

The bigger part is the question of what is the difference between a Spending Bill/CR and a budget that we haven't had in many years now? How did the obma/jarret regime rule over us for eight long ones with only CR's?And why.?what do they know about using EO's and the flexibility of spending bills vs. budget bills that we don't seem to know?
Some think that the CR/spending bill gives the potus more flexibility on what to spend, where or not at all. This opinion was out there big time yesterday.I used it myself on numerous sites.My take, if it was good enough for the communist to use for eight years why can't our side use it as well?
Problem is everyone you talk to has a slightly different take on what is budgetary and what is a simple complex 1.3 trillion spending bill. Is it confined to the rules of a budget created years ago or is it a stand alone spending bill that has all kinds of flexibility in it depending on the skillfulness of those administering it?
If this question is not answered on talk radio today it will linger until someone does.
The Most obvious candidates to answer such a question is a Mark Levin or a Laura Ingraham. There are others. Hannity has a half dozen lawyers on his show who could all take a stab at it as well.
I sure as hell would like a good take on what the differences are so this issue can either clean up what Trump signed up for or not.
Either way I still support our President 100% and always will. IMHO, he was between a rock and a hard place and made the best out of what was a bad,very bad situation.

This battle is far from over I think your post is premature.If it turns out there is a lot of flexibility in spending the 1.3 trillion allocated in the bill and some of the money does not and may not be spent at all, than the downside is a lot less than many assume it is.
How do we know this?

But I would still like to see someone with an advanced law degree in the constitution or budgetary law, if there is such an individual, to assess what is going on and how the money can actually be spent.I think you have it down.Add in a few Presidential EO’s to what you said and I think the President is bulletproof.But we still need clarification.
