To: Buckeye McFrog

I really don’t know the law on this, but I know that they can’t spend MORE than is budgeted for any given item.

But, is there a law that says they must spend exactly what has been budgeted?

I ask because we in the army were always encouraged to spend what was budgeted or we wouldn’t get as much the following year.

Is there a law that says Trump must spend X dollars on the arts, for example?

Nixon tried to rein-in spending by impounding funds and returning them to the treasury at the end of the fiscal year.

SCOTUS slapped his hand and said the Executive is not permitted to do this.
