Representation is based on the number of free people in a state. Therefore non-citizens and illegal aliens will be counted for purposes of apportionment.
The purpose of the citizenship questions is not to reduce the number of persons in order to reduce apportionment.
Non citizens cannot vote, but this is irrelevant to the census, which is not concerned with the number of eligible voters, but rather with the number of persons.
To say that anything having to do with illegal aliens is voter suppression is a non-sequitur, because illegal aliens can't vote

Highly improbable but, technically, you CAN be prosecuted for providing false information regardless of who you are or your residency status. Extremely rare, if ever! It is illegal to knowingly and willfully make any false statement to the US government agency/officer. 18 U.S.C. § 1001, is very broad and can apply to any form you sign and submit to the US government.
