I wonder if this means everyone convicted of a crime can now have their assets taken? What are the limits? A traffic ticket can lead to a “conviction.”

That has always been the case. The limits are spelled out in the law. They are called fines and penalties.

Essentially, the property and other assets gained from a crime or money used to further it.
Obviously, you gain nothing from at traffic ticket.
