Phones need to be on. They handshake with nearby cell towers as the phone moves through an area. A telco can identify the last tower handshake to get an approximation of location. If E911 is engaged, it can locate down to a 100 ft circle. A smart phone with GPS can be found down to a 10 ft circle. If the phone is turned off or leaves coverage, then you will only have the last known info. If it is fairly old, it may prove useless.
