Anything is possible. Sauk Rapids is basically a northern suburb of St. Cloud. St. Cloud has become a safe haven for Somalis over the past few years.
Remember Mr. Stabby at the Crossroads Mall a year or so ago?
My first instinct would be American Indian, but refugee is equally a good guess.
