J. Edgar Hoover enabled people like Comey. He was the head of first the Bureau of Investigation and then the FBI — for over 50 years. Kept secret files on, and spied on politicians and Americans, meddled greatly in politics, had his own bureaucratic fiefdom and felt himself above the law.
Seems to describe Comey and the FBI I’ve been reading out the last 2 years.
Hoover knew everything on everyone. He was arguably the most powerful man in Washington for about 50 years...and almost ‘above the law’ as you stated
