“Lacked candor” shows up in other DOJ OIG reports on personnel matters. The IG isn’t in the disciplinary business, so “lacked candor” indicates some kind of dishonesty that may or may not be cause for punishment or prosecution, to be determined by the OPR or a US Attorney:
