That reminds me of a story from some time I spent in downeast Maine. The town I’m thinking of was run by a committee of Selectmen at the time.
One of the Selectman had an additional historical title, left over from the 19th and early 20th centuries: “Overseer of the Poor.” Funny title, it makes it sound like he had them stomping straw and mud to make bricks for the Pyramids. But, the way it worked in pre-welfare days was that everyone in town knew each other. If someone fell on hard times, the Selectman would check it out, and go around to local vendors and say, “their food and fuel bill is being picked up by the Town.”
Of course, if someone was goldbricking and faking, they’d figure that out pretty quick, and said person would be cut off, and become png (personal non grata) in the town.
Great way to do things, but impossible in a society where mobility makes you anonymous.
