From the Senate's perspective, the nomination doesn't even become official until the background checks are complete and the nominee's name is handed over to the Senate along with whatever documents were prepared in the process.
For some of these nominees that process took months. The process was more complex than usual for many of Trump's nominees because they were so wealthy and it took a long time to figure out if they had any financial conflicts to be worked out. Robert Wood Johnson IV, who owns the NFL's New York Jets, was named by Trump as the ambassador to Great Britain in January 2017, but his nomination wasn't formally sent to the Senate for another five months.
