Requiring shipping companies to use cleaner fuels such as diesel or LNG, all of a sudden the costs to ship goods from China to the US helps level the playing field without tariffs. Win - win.

Why are tariffs a bad thing? Better than the income tax. What’s the aversion to tariff in the USA? THE REST OFF THE WORLD USES/HAS THEM.

Good luck enforcing that in international waters. Ships could be "dual-fuel" capable, though - just switch tanks to the cleaner stuff as you approach coastal areas.
