Yes, correct - and I don't recall any FReepers pointing out previously that, say, Jo Ann Emerson, in MO, should never have been appointed to her deceased husband's House seat.

Granted, that may be an unfair standard: IF the spouse has actually taken on most of the dying figure's work over a half year or so, and is objectively qualified, then that spouse might be the best choice to "stand in". However, any pressure from the figure, family, spouse, or close associates, to press for the spouse's appt., should be grounds for removal of the spouse from consideration...
