Of course it’s not an implement problem. They understand it just fine, but their worldview prohibits them from making the observation, because to do so would expose all the lies they’ve been telling about “those” people, e.g. mostly “Asians”, who make up the vast majority of perpetrators.
It is logically reasonable, give the assumptions they push; it is just their assumptions are false.
To extend the hypothetical even further, after blunt objects are controlled and people still commit crime, the government could institute what amounts to house arrest on the entire population, where they have to have permission to leave their residence. After all, if you’re not outside, you can’t become a victim, right? People will have to show travel papers to prove their authorization to be outside, with government security forces everywhere accosting people with the demand “papers please”. At that point, they might as well switch over to the original German version.
How about we just solve all these problems once and for all, remove everyone’s arms and legs.

A more workable solution is to simply require that every Brit eat nothing but soup. That would head off the coming “fork crime” problem.
Nah, a spoon can be ground down into a point; even a plastic one. Of course, they COULD be made to drink their soup. Then, no implements would be required, at all. I think that could conform to British etiquette, as long as they stick their pinkies out.
By this point, it’s not self-censorship. They are riding the tiger, and now cannot dismount. If they admit their earlier lies, they run the very real risk of de-legitimizing the government, which can get very messy very quickly. Not only would they be risking an internal civil war or coup, but such a delegitimization could well end up extending to the higher EU, and destabilizing all the other EU governments and the EU superstate bureaucracy as well.
I've seen one of those used before as a weapon.
