They would be better off linking to neither Russia nor the EU.
The imported power from the west is most likely multiples more expensive than from Russia.
Why can’t they build their own power plants and export power?

best to try to become as independent as possible, or at least to diversify their dependencies ...
it is difficult and nobody is 100 percent independent ...
but it is a very worthwhile goal...
particularly for little countries located right between two competitive very large and powerful nations like Germany (EU) and Russia

There are ways to link to both grids, but it does cost some money.
But given the dynamics of where they are, they really should consider linking to both. At this moment in history those countries have more in common with Russia than the EU, in that they don’t want their countries overrun, and overtaken, by Third World savages. Obviously the history is something entirely different, but it does mean that no one knows the future and those countries very well may get kicked out of the EU, or even worse, the horrific civil wars that the EU is setting themselves up for may make Russia more attractive, or even worse, once those wars are over and the EU transitions to Islam, I doubt they’ll be able to rely on them for power.
Russia might own your energy supply.....But the EU will own YOU!.
