First of all only US citizens can be given a passport.
The law establishes the requirements to be a citizen. The President does not have the legal power to make someone a US citizen. Only Congress can pass a special law making a person a citizen without that person meeting all the tests and other requirements to become a citizen.
My conclusion is the Iranians are lying. They are habitual liars as we all know. Or it could be that the Dirtbag Obama told them he could make them all citizens. Obama is a vile, dishonest traitor to America but somehow I doubt that even he would say something that can be proved wrong so easily.
