I can tell you that this notion of prosecuting/punishing people who ‘should have known’ something, regardless of the reason they did not, is a slippery slope that leads to disaster.

The complaints refer to locker room horseplay centered around the doctor’s examination for hernias which involved touching the scrotum while the patient coughed. That’s it. There is nothing more.
