Mueller will ignore and disregard this offer by Putin. He has to. He cannot prove the charges against those 12 Russians. Unless of course he exposes the real truth of the Obama/Hillary collusion.
And he certainly would not want to see the Russians investigate the corrupt US officials that helped moved 400 million to the HRC campaign.
Especially as some of those guys are currently on his witch hunt crusade.

This is a lose/lose for the Hillary interference project by Mueller if he acknowledges this as legitimate. Not only does it run counter to the goal of making Trump look like the bad guy and the russian Colluder, but it directly make Hillary look way more corrupt than she already does, and that’s hard to do given everything thing she was involved in.
The absolute ONLY possible course for Mueller is to ignore.
And no one else has any power over prosecuting this besides Mueller or the DOJ, right?
Maybe congress can have 2 years of investigations about it.
