In NYC each defect in a sidewalk or road needs to be reported before any 'accident' to hold the City responsible. So the lawyers in NYC have a service which reports every sidewalk and road defect in order to sue the City if there is an accident.
Maybe the same could be done for San Francisco, report every pile of .......
