A state cannot independently launch an orbital satellite without approval by federal agencies.

The federal agencies in question will probably have no objections to such a launching.

That the purpose of the launch is to make a costly and perhaps pointless political gesture is irrelevant.

There have been approved launches to propel automobiles into space - why should there be any objections to this one?

Well, they can launch a Cubesat. It’s a small 8X8” box. Maybe they can put a go-Pro camera in it and take some pictures of the earth, to prove global warming and stuff.

Cubesats are privately owned mini satellites. I think they stay in orbit a couple weeks before they re-enter earth atmosphere.
