There are basically two possibilities:
1. She's lying and she knows she's lying. She's intentionally concocting a false story with extremely vague details (no date, no location) that she knows will be difficult if not impossible to disprove. She's doing this because she's partisan left-wing, pussy-hat-wearing, abortion-loving Sanders supporter who is engaging in stop-em-by-any-means-necessary kamikaze mission against Brett K. OR...
2. She's lying but she thinks she's telling the truth. Perhaps something like the story she's telling kinda, sorta happened to her, but Brett K didn't do it. Maybe she once attended a party where some Georgetown Prep guys were and maybe one of them did maul her a bit. She attended a different school, a WASPy sorta place that didn't mix all the regularly or naturally with G-Town. She didn't even know the name of her mauler or forgot it if she did. Decades later she's living in CA, Brett K gets nominated to SCOTUS. She reads about his background. He's from the same place she grew up. He went to Georgetown Prep. In her mind, she conflates him with her mauler.
Anyone ever see Season 1, Episode 1 ("Revenge") of Alfred Hitchcock Presents? A woman is attacked in her home. Later while driving with her husband, she points out some guy on the street and insists that he's the perp who attacked her. Husband eventually kills the guy. Later, she identifies a different guy as the perp... and then another one. and so on. Show closes with husband coming the sickening realization that he murdered someone based on a false identification by his wackjob wife.

“She’s lying and she knows she’s lying. She’s intentionally concocting a false story with extremely vague details (no date, no location) that she knows will be difficult if not impossible to disprove.”
That’s a combination of criminality and profound mental illness.
