Hilarious! My uncle is a cop — NYPD — and said they used routinely to describe people — suspects, witnesses, sometimes even victims! - as “Psycho”. Eventually, they realized they could get heat for that, so “Psycho” became “E.D.P.”, short for “Emotionally Disturbed Person”.

Last time I listened to a scanner, Prince George’s County, Maryland (borders DC), “Number One” meant black, “Number Two” was white and after that it was Hispanic, Aisan, etc.
