There is of course an element of contesting for dominance within the domain, but the purpose of dominating that domain is shifting strategically over time. Communications, imaging, weather and positioning will remain important space-based capabilities. But Strategic direct fire capability is coming - directed energy, “God-Rod” rail gun penetrators, nukes from orbit. Backward planning requires the long lead time organizational development. The strategic targets remain on the surface.
