The “burr under his butt” for Rubio is some intel to which he is privy, and comes under the Brennan umbrella as well as the other DC muslim operatives from the MB that obamaumao cultivated and put in key agencies— really salted them everywhere. Rubio is sending smoke signals to the muzzies of the Deep State, and I’d say for the muzzies in the downline of the Bush family (Little Marco, a protege of both Romney and George W. Bush).
