I would make one easy fix. Put instructions at top left to right so senate race is left top corner lined up with other races.
It’s the most important and we read left to right.
Of the undervotes, I’d like to know how many of those undervotes had votes for the Congressional race directly below. For example, did the voter skip the Senate race yet still vote for Alcee Hastings directly below? Then we’d be able to deduce that the voter just didn’t want to pick a honky.
There are two major factors that cause routine poor ballot design in Florida. The first is the FEDERALLY mandated two or three language ballots, English, Spanish and some places Haitian Creole. The second are the Constitutional Questions, some from petitions, some from the Legislature and some from the Constitutional Review Commission. There are many that get past the Florida Supreme Court. Most are useless wastes of ink and trees.l
