Per local media, there’s no confirmation so far that the dead perp was involved on the crash. Perp’s ID hasn’t been made public yet, either.

Sure, Right. Let's make a guess here, was the perp a foreign national with a huge criminal record, right? JUST TELL US THE TRUTH.
